Bald eagles aren't known for having long legs trailing behind. The photo just doesn't have enough detail for an ID. The "white head" appears to be chromatic aberration as it extends along the entire wing. I have however, seen upset great blues and great white egrets circle an area they have claimed as theirs. Bald eagles, not so much unless they are returning to their nest. They tend to be straight fliers(lots of them up here in the Pacific NW)
Great Blues aren't known for circling. It looks more like a Bald Eagle in the second picture, but it's really hard to make out, and it doesn't look white on the tail.
Hard to say. POssibly a great blue, but there isn't enough detail. I use a superzoom camera too. With a bit of practice you can get the focus down even on a bird in flight and at this distance!
