Merlin is the first thing that popped in my head!
Welcome to Project Noah, Carolina! I do believe that's a merlin! It's a small falcon. My other thought is American Kestrel (female) but I am leaning more towards a merlin...would like another's confirmation though! Is difficult to tell, but I know is larger than a pigeon
