Juvenile Red-Tails (and I think many of the buteos) have yellow eyes...they darken as they mature...see my spotting of 2 that are about 6-months old: (both are released rehab birds from where I have volunteered for 15 years) http://www.projectnoah.org/spottings/14874067 ...and here: http://www.projectnoah.org/spottings/8628573
Beautiful shot, Greg...but definitely not a northern harrier...it's a young buteo. I am almost positive this is a juvenile Red-Tailed Hawk...but I'd like someone else to confirm it...they don't get the red tail until their 2nd year. He has a very wide belly-band...that's kind of throwing me off as it may be a juvenile of a species we don't get here in Colorado. Have any other pics of this guy?
