This is a cicada's "shirt". When the cicada comes out of the earth it has a form of insect-chrysalis (I am not familiar with the scientific name). Then it finds a safe place just a little above the earth on a tree or a flower where it splinters and the cicada comes our in its familiar form. What is left is this "shirt" which dries from the summer heat.
