It is a very small creature (0.3 inches) that moves slowly like a mantis, does not fly and does not jump.

Habitat:

spotted and probably lives on green leafs

Wow! This colorful insect looks like an Assassin Bug nymph. I am not sure of the species. I would begin looking at Family Reduviidae for your area. Perhaps you can find a local resource that has more information.
