If it is a young tree, semi-dwarf or dwarf, you will get lots of bloom, but they will shed the extra and only support the number of fruit for their age or size. Plants are smart. Look up care instructions of citrus. They take a lot more/special fertilization and watering care. It they are young trees, they will take patience. :)

Thanks gators. This is a home garden. We get really lots of blooms but few oranges only. Anyways it helps in cross pollination for the Mayer Lemon tree.

Definitely a citrus bloom. There are several orange trees, including dwarf species that grow in California. Was it in a production field, home garden, the butterfly house?
