I originally wasn't sure of my identification, but a few aspects of this bird show that it's a Cooper's Hawk. You can see that the feathers on the underside of the tail are shorter than the others. Another indicator is the slight rufous tinge to the head. Kaufman's Guide to Advanced Birding states that only Cooper's Hawk immatures have this feature.
