Thanks for the tip ForestDragon! Some googling and translating back and forth between three languages did the trick. It's known as the 'mourning fly' in Dutch so had some trouble searching for it. It has amazing eyes. Imagine if the back of your own head was completely covered with your eyes! O__O

It is definitely a male March fly. I am not sure exactly which one it is. Perhaps you can find an online guide to European insects to help.
