Are these leaf-miners related to the white insects in the previous posting.

No, the white insects are hemipterans, which cannot mine leaves because they have piercing-sucking mouthparts. Leafminers are larvae of Lepidoptera, Diptera, Coleoptera, and Hymenoptera. Based on the frass pattern, these leaf mines look like Agromyzidae. If you know what the plant is I can look up what species it might be, but I only have personal experience with North American species.
