Description:

Had to use the micro lens on the underside of this oak leaf. are those eggs? Still not sure what's all over this poor oak!

west central ga

I need to check them again, but it could be galls, there's a smaller winged bug that's been hanging out near them too.
Those are probably galls from some sort of arthropod (likely mites, but possibly wasps). Some fungal infections can cause weird growths on leaves of plants as well.
