Mockingbirds are faster for their range.They could very easily escape.

They either don't feel threatened or they are letting it know it's unwanted there. I've seen sparrows sit next to Red tails on a wire

added more pics.Could be a dark morph red tailed hawk.Cannot see the breast band though.
But it looks more like a Red-tailed.
It would be helpful if the map was more correct.
