Pictures I see online for P.tessellatus look closer to what I found than G.impricator. But I am not completely sure.

Cool critter! The closest thing I've seen to this is beech blight aphid, Grylloprociphilus imbricator (it's among those included in the link that Gordon Dietzman gave you). They are found in big groups on beech twigs, and wave their cottony parts around when they are startled.
