Description:

Yellow and black dragonfly, I think it may be a royal tigertail

Habitat:

Still, muddy dam water with a few grasses growing around it.

Found this one down at our dam early AM

In my opinion this is indeed a Royal Tigertail (Parasynthemis regina). Being a female might make it a little confusing and harder to ID - also the angle doesn't help. I doubt it is a Royal Tigertail. Yours the abdomen is too short the bars on the thorax are too wide and the eyes are smaller. Do you have any other angles?
