I figure this is an Ichneumonidae, not a Vespidae. One of the things that (for the most part) separates Ichneumonidae and Braconidae from all other wasps is that they have more than 15 antennal segments (yes, there are always exceptions). You can see in the pictures that this one has lots of antennal segments.
