Welcome to Project Noah, PurpleScarf! This beautiful insect is a species of Katydid, Family Tettigoniidae. Though it is a bit difficult to tell from the picture, it might be a species of Meadow Katydid, Tribe Conocephalini.
One easy way to distiguish Katydids (and Crickets) from grasshoppers is to look at the antennae. Katydids (and Crickets) have long, thread-like antennae, while grasshoppers have shorter, thicker antennae. Female Katydids and Crickets have ovipositors (cricket ovipositors are more needle shaped while katydids' are more sword shaped). Female Grasshoppers do not have ovipositors.
Yours is a female. You can tell because she has that curved, sword-like appendage extending from the end of her abdomen. It's called an ovipositor and they use it for laying eggs.
