Description:

Brownish red with long nose looking body part.

Habitat:

I found it on the wood stairs outside my house.

It is definitely a Northern Pine Weevil. I googled pictures and info and that fits perfectly.
I haven't sen any images of Rice Weevils, or other members of the genus, with white spots on the elytra. Northern Pine Weevil seems like a better fit. Size would be helpful.
