Multiple birds that I can't clearly identify

Hard to tell, but these could be Waxwings, either Cedar Waxwings or Bohemian Waxwings. These birds look dull overall, but have a few colorful highlights that can be hard to see at a distance. Telltale clues are a crest like a Cardinal or Jay and a yellow band at the end of the tail. These birds will flock around a tree loaded with fruits like the one in your picture. https://en.wikipedia.org/wiki/Waxwing
