To me, this looks like one of the Plovers (Pluvialis genus) in non-breeding plumage. There are three on bird-lists for Mexico, Black-bellied plover (P. squatarola), American golden-plover, (P. dominica) and Pacific golden-plover, (P. fulva) - I can't go further in ID. Hope this helps.
