Field Notes

Description:

Long legs.Yellow body with curly black tail upwards pointed.
Wings with some transparent spots - looks like lightning symbols.
Antenna's are very big..
Landed on my arm when was alongside an river.
Philippines-Cebu Island.

I think you're right Machi. Closest I can find is https://www.whatsthatbug.com/2009/07/20/unknown-crane-fly-from-japan/
I think it is a crane fly in Ctenophorinae... though I'm not an expert
