As a published expert of Caspian Tern behavior and ecology I can confirm EnvUnlimited's opinion that these are not Caspians and are as EnvUnlimited's suggest Royals. Great images like these make the ID easy. The area certainly could have Caspian Terns as well, so the guess was reasonable.
