Thanks Sukanya, pretty sure you're correct about the ID (after having spent some time investigating).
Cormorant. Most likely Little pied cormorant. Phalacrocorax melanoleucos. Could also be Pied cormorant Phalacrocorax varius . Can't see the front and am no expert on the Southern hemisphere! Good luck with the ID.
