Chest reminds me of a Red Tailed Hawk the tail was black and white stripe, a little bigger then a Robin.

Your comment "a bit bigger than a robin" suggests a male Sharp-shinned, but bee.jacbs is right.. it is difficult indeed to differentiate between "sharpies" and "coopers". But I'm sticking to male sharpie! ;)
Nice spotting Skittles. This is likely one of two hawk species, but they are notriously hard to identify. The sharp-shinned are smaller, but sizes can overlap and therefore should not be the only determining factor in identification. Below are links to both species.
