Sweetgum

Liquidambar styraciflua

This is a normal part of sweetgum tree growth, and not a fungus. In my experience, the wetter the environment, the more corky wing develop on the branches. For example, trees growing close to a river or lake are a lot "wingier" than those growing in front yards.
