Description:

I think this is Tabanus atratus (Black Horse Fly). It is matt-black, about 20mm or 3/4" long, with huge eyes connected across the top (male?)

Habitat:

I spotted it in Oregon, in Madrone/Oak/Ponderosa pine woodland.
