Habitat:

"hey are very common in the South, less common in the north, plus they are not aggressive like the paper wasps and other vespids." (Green Nature)

Not 100% sure on the ID, but thanks to help from Green Nature, it's in the Scholiid family.

That's a nice picture, especially to get the two yellow spots on the abdomen. That makes it a flower wasp in the Scoliid family. They are very common in the South, less common in the north, plus they are not aggressive like the paper wasps and other vespids. http://greennature.com/article294.html
