Notes:

Seen scampering across the snow in below zero temperatures several yards away from the shore of Kelly Warm Spring near the town of Kelly, Wyoming

Since the two species are difficult to tell except by size and tail I would just suggest to leave it as Urocitellus sp. There is an overlap in this area.
These are the only two photos I have. The second shows a bit of the tail. Does that help?
The ears might help in differentiating
uinta or Wyoming ground squirrel. a look at the tail would tell the difference but I can't tell from that picture
