Scorpionfly (male)

"Currently 54 species of scorpionflies are recognized in North America, all restricted to the east, from southeastern Canada south to Florida and Texas, all classified in the genus Panorpa (which occurs in the Old World as well). Panorpa nuptialis is one of the largest species and one of the most striking, reddish with strong black and amber banding on the wings.
