Description:
I am pretty sure that these insects are Aphids and I think they are White Woolly Aphids, which according to Wikipedia are in the subfamily Eriosomatinae. You can see that some of the insects in my photo have wings and some do not. Wiki explains that the adults have wings and fly to other locations to lay egg masses.
Habitat:
Spotted on an unidentified climbing plant in our backyard.
