This looks in line with specimens of P. aurifer (P. fuscatus aurifer) of further west US. P. fuscatus is native and insanely variable. It's noted as the most abundant species in regions of your state.

I tried wading through the western Polistes, but I'm having a hard time narrowing down a species. Sorry I'm not more help.
