Description:

Small leafed, three foot or so perennial shrub with yellow, 3" to 4" flowers and very similar in shape to a common snapdragon

Habitat:

West coast mountains, Mt. Baldy, Southern California
It is native to the interior areas of southern California, west of the mountains where it blooms in early summer.

Thanks I'll update. I guess the page I was directed to has the wrong plant.
This is actually an invasive plant called Spanish Broom (Spartium junceum) that is common in the mountains of southern California.
