Bill is too long and skinny for any kingbird. I'd call this a Cattle Tyrant.
Not sure what you think not on. That it is or is not a Tropical?
But the tail does match a Tropical. The bird looks like it's in transition?

Wouldn't the bill be bigger on a Tropical? http://www.birds.cornell.edu/crows/kingbirdsX.htm As seen not just compared to the others, but that the bill almost looks longer then the head is.
I would agree with bayucca that this is a kingbird having seen them myself in Guyana but we can wait for Liam to say for definite.
