I don't believe it is a Kestrel either; too big and no stripes on face. I'm thinking a juvenile Red Shoulder? Difficult without size

I question if this is a Kestrel. I just posted a Kestrel (pair) and it does not look like mine, was it a very small bird? Kestrels are only to 12 inches and have a black eye stripe.
