Description:

Lots of these along the strip of land between the sea and marshes, they are between 20 and 50 cms across, this one perhaps 25cm.
First year growth - if it survives it will produce a tall flowering stem next year, or maybe it has already survived the first year and will produce the stem later this year.

Coastal strip

I agree with Antonio...I saw this plant here in Croatia, it has small, yellow flowers with reddish stamens, very famous for medicinal uses...dead leaves looks the same as on your photo...
They grow only leafs in the first year and the flower ,very tall only grow on the second year
That one is in my new book but shows it growing tall and thin with yellow flowers, it does not look anything like this, but then this looks dead to me, it might be the remains of last years plants!
