normally the Eugene, OR area hosts seven pond damselfly species like the one pictures Western red damsel Emma’s dancer Vivid dancer Tule bluet Northern bluet Pacific forktail Western forktail The Pacific Fortail is known for the two spots on the thorax. It's close to the one in your picture.. However, Pacific Forktails are also known to have some green color in the eyes and I do not see that.
