Description:

The picture is what appeared to be buds opening up into yellow fluorescence
on a tall, about 6 to 8 feet, multitrunked deciduous shrub with no leaves present.

Habitat:

Saw this in Salt Lake City, Utah in a flower bed on the west side of a building
