Intriguing.....Picture is so fuzzy, but I'll try.... Would I be way off to suggest this is a wintering Common Loon? Range is right this time of year, and I can't think of any other bird that sits that low in the water, and the winter plumage IS very different from the iconic "loon" summer pattern.
