Description:

Large black beetle (~1-2 in) with 2 large spots on it's back, surrounded by white rings. Found underneath the bark on a decaying snag.

Comparing the pictures I would say you are right about it being A. occulatus. Thank You.
This is either Alaus oculatus or Alaus melanops. I'm leaning toward A. oculatus.
