I have never seen fish behave this way. They were moving together as a school, the ones in front occasionally swirling to the back of the pack. They were making a lot of bubbles and many had their mouths out of the water. My theory is they do this so predators think they are one large animal
Habitat:
A saltwater stream, possibly manmade, next to a mangrove forest. JN Ding Darling National Wildlife Refuge on Sanibel Island
