Dark dragonfly with a series of yellow-orange lateral spots on its stout abdomen

It stayed in a fairly small area a few feet above the water. It would hover, then dart off a few feet, hover again, dart off a bit farther, hover, zip to another spot, hover a bit, then come back to its starting point. From what I just read, that sounds consistent with what I observed. Thank you for pointing the way.
Did this dragonfly hover often? if so, then I'm guessing Common Baskettail (Epitheca cynosura). What do you think?
