I agree with Jellis, the fleshy gape makes this a juvenile. Gender is not determinable at this age.
It looks young because the bill is to wide. If you see the side it goes visibly further under the eye. The adult you don't see it. http://garthright.blogspot.com/2012/03/house-sparrows-most-common-bird-in.html
