Description:

This dragonfly was doing some strange writhing, and folded it's wings impersonating a damselfly.

Habitat:

Riparian-S Chickamauga creek

It is possible to ID dragonflies to the species level by examining cast skins although that is "above my pay grade," as our beloved president is fond of saying. It's much simpler to ID adult dragonflies! Did you take any close-up photos?
Not sure will be able to find exuvia, this was prob at least third plant I saw it land on, will try. Is genus level ID possible?
I can't see enough detail to ID the species of dragonfly, however it is clear this individual is an emerging teneral. I suggest you revisit the location where you spotted this dragonfly to look for the exuvia (cast skin) from which the dragonfly emerged. If you find the exuvia, then be sure to shoot some photos in situ for a cool follow-up spotting.
