The site (http://www.ig-consulting.co.jp/inoue_cor). Is for serten the same kind of wasp bayucca.
Wasp might be very variable concerning the size, extension of the bands. I think its a paper wasp bayucca. But the scientific name must be different. Because this one has two red spots on its abdomen.

I don't think it is a German Wasp. It dosen't mach the photo.
