Thank you for the ident Martinl ...... have I named it correctly?
This is quite spectacular. My first thought is that this is a lerp (an elaborate shell covering a psyllid insect) similar to this one called Glycapsis. http://www.brisbaneinsects.com/brisbane_softbugs/images/DSC_3450.jpg http://www.brisbaneinsects.com/brisbane_softbugs/Glycaspis.htm Mealy bugs are usually more powdery.
