Indian Peafowl or Blue Peafowl

Saw this while driving to Sam's Club yesterday (Sunday) afternoon, a a road called Tobacco Road. I pulled over to the side of the road to take this picture, since this bird was along the side of the road. No female in sight, so I think he had his feather's up because perhaps he was in a precarious position with cars going by....not sure.
