There is a name for the "paint spots" on the tree, but I can't think of the name. This is a type of fungi right? Not a mold?

This is a Lichen. Don't know the species. As to what they are, we'll they are actually a "composite, symbiotic organisms" of a fungus together with some kind of partner that is capable of photosynthesis. You can read more about them here: http://www.lichen.com/biology.html
