Clear egg-like sacs found on toy boat in stagnant water in my whiskey barrel in the garden - Ramshorn snail eggs.

Habitat:

Fresh water - stagnant.

You're right! They started to hatch. They are Ramshorn snail eggs
Interesting find! These are most likely aquatic snail eggs. I am not sure what species are in your area but it's somewhere to start.
