thanks for the help everyone. after looking at the suggestions, I think it's a Vermilion Flycatcher. It wasn't shaped or have a head tuft like a cardinal and I think out of range for the Scarlet Tanager. I've seen it at the same park a couple of times in recent weeks so I'll try to get another (better) picture if I see in again.
Hey! I think it might be a Northern Cardinal (Cardinalis cardinalis) that is very common in Southern Arizona. Although I live in Germany I have been many times in Tucson/Bisbee/Tombstone, and there I have seen that kind of bird pretty often...
I am pretty sure it is the Flycatcher. I based that on the looks of the bird, but also February is to early for the Tanager in the states. They tend to come back much later. Here is a link to the Scarlet Tanager for comparison. http://www.allaboutbirds.org/guide/Scarlet_Tanager/id The
