He's also all fluffed up, which makes those little marks difficult. I know we're getting allens/rufous hybrids on the Oregon Coast, so who knows.
Costa's have a white patch behind and below the eye which this doesn't appear to have. Could even be a hybrid.
In your photo, it appears that the color extends to the top of the head. That and the short coupled body make me lean towards the Costa's hummingbird. Black chinned tends to be slimmer and the top of the head is green. Perhaps you have another photo of the same individual?
