It doesn't work to look at the overall size. Josh is right, its mostly the bill and neck you have to look at. The neck is extremely short on a cackling, and the bill is also very small for a cackling.

That's definitely a Canada goose. The bill, neck and legs are not stumpy enough to be considered a cackling goose.
