A 6 leg insect with black and white stripes. Appears to have one red or orange spot on each side of the body.

Yes it is a treehopper. You will need to change the classification from Other to Arthropods. Nice photo :)
One more thing, you can change the "starfish" symbol to the "dragonfly" as all insects are Arthropods. Also, by the way, welcome aboard Project Noah, this is a very cool first spotting.
You are right, this is an insect. It is a young or immature version (a nymph) of the Oak Treehopper. The two orange spots, if you are talking about the ones up front, are its eyes.
